Kendal traders' views sought about creating Business Improvement District

TRADERS and firms in a South Lakeland town are to be canvassed for their views on creating a Business Improvement District (BID).

Kendal Futures has contracted Chris Kolek, a community engagement consultant, to carry out the consultation with as many businesses in the town as possible over the next few months.

He wants to know what action business people would like to improve the economic activity in the town over the next few years. A BID is a defined area in which businesses agree to work in partnership to develop products and services to benefit their trading environment. The range of products and services are identified through consultation with businesses from which a plan is created.

Projects are financed through a levy paid by local businesses that is charged in addition to standard business rates. “It’s important that all businesses understand what a Business Improvement District is, and have the opportunity to express their opinions, and to consider what impact it could have on the town,” said Mr Kolek. “I will use several different methods to hear as many views as possible over the coming months, including face-to-face visits, meetings and email contact.”

Peter Hensman, local businessman and chairman of Kendal Futures, said: “This presents an opportunity for businesses to collectively invest in projects and services which will benefit their customers, their staff, visitors and residents. This is vital to the future competitiveness and vibrancy of the town.”

Developing a BID proposal to take forward to a vote usually takes around a year.

A BID Steering Group will be formed, made up of several local businesses, to lead the work and liaise regularly with Mr Kolek.

It will be chaired by Martyn Nicholson, CBI representative on the Kendal Futures Board.

Sounds like there's a lot of bludges hovering over this project but what the hell, if there's a quid to be made, get together and go for it.

They've been arguing about this in Lancaster recently. I tend to agree with the detractors - because in my mind it's just another gimmick - like the Portas scheme for example. "Fiddling whilst Rome burns." If you like. If you really want to help the High Street - you stop building supermarkets and start curbing the items they can sell. Sadly both type of Government in the past 20 odd years have been in cahoots with these big businesses to help smooth their "takeover". With a fairly compliant public, sadly.

People are bound to have mixed feelings about Business Improvement Districts and it's right to challenge those who suggest its the only way forward. The important thing however is not to dismiss the suggestion out of hand. After all there are well over a hundred of them up and running elsewhere in the country and they exist because businesses have voted for their introduction.

Think it'll be a struggle to get businesses to buy into it. Those on the edge of town probable will feel they don't get any benefit, it'll be hard to get the chains agreeing to pay extra when the decisions are taken at head office.

Businesses will want to know what the money is likely to be spent on

Have any lessons been learnt when Windermere looked into this?

try sorting out the ridiculous traffic system and the obscene car parking charges then do something about the buisness rates. maybe that will help

These are some of the biggest problems facing businesses in Kendal. But a BID is unable to do anything about them!

When business rates get handed over to local authorities all those problems will be in the hands of our Councils. Be sure to make your feelings known when they knock on your door.

The comment that a BID "is unable to do anything" about car parking charges and traffic problems is simply not true. BIDs can and do address such problems and a BID in Kendal with potentially 800 or so member businesses should have the capacity to be extremely influential in addressing such matters.

What specifically will 'addressing such
Matters' achieve? Will its reduce car parking charges? Will it be able to alter the traffic system?

I do not suggest a BID will be a panacea for the many challenges facing Kendal. However, it is certainly capable of affecting change in car parking charges, for instance through the negotiation of an agreement with the car park providers. By making its voice heard it can also influence most areas of public policy and practice, including traffic management systems.

Well let's hope SLDC (and Cumbria County Council) pay more attention to the views of the BID than they have to the views of the businesses themselves over the last 15 years.
