CONTROVERSIAL proposals to restructure the senior management of Lancashire County Council will be debated on Monday August 21.

The authority’s ruling Cabinet will consider three options including Tory leader Cllr Geoff Driver’s plan to streamline the top team in a manner that would make Chief Executive Jo Turton’s post redundant.

This will be ‘Option A’ on the agenda for the meeting at County Hall and requires the holder of her post to have financial qualifications she does not hold.

Option B will be Ms Turton’s alternative scheme which says: “The key proposal is for the retention of a separate chief executive.

“For a local authority the size of Lancashire this is seen as a necessary pre-requisite to effective leadership and good governance.

“It is proposed that the management team consist of the chief executive, three executive directors, as proposed by Cabinet, albeit with a different balance of responsibilities.”

Option C would ‘ involve a review of the council’s business and operating model’
