Battle lines drawn again over Craven parking fees

PROTEST: Councillor Graham Beck speaks out against car parking charges in Cross Hills PROTEST: Councillor Graham Beck speaks out against car parking charges in Cross Hills

A fresh attempt to introduce charges at free car parks is being made by Craven District Council.

In October last year, proposals to start charging at car parks in Cross Hills, Gargrave, Bentham and Embsay were thrown out after widespread public objections.

But just more than a year later, the council is again considering bringing in charges.

Currently facing a £1 million drop in government funding for the coming year, the council estimates charging will generate an additional £40,000.

In Cross Hills, residents, the parish council and businesses fought the proposals to start charging at Milligan’s Field and Hall Street.

Now, Glusburn councillor Graham Beck is urging people to make their feelings known again.

“Shops are struggling as it is and this would affect businesses even more,” he said.

“This is pure income generation to generate cash for other areas.”

Coun Philip Barrett added: “In these tough economic times, the leadership at Craven District Council should be looking at ways of supporting local shops and businesses in centres such as Cross Hills rather than taking this approach.”

The last proposals also brought strong protests from Embsay and Gargrave.

A council spokesman confirmed that the council was considering charging at its currently free car parks.

He said: “The council is facing a £1million drop in government funding this year – that’s a 15.2 per cent funding cut from the council’s revenue budget.

“Prudent financial management dictates that the authority needs to explore all options to save money and generate income to ensure that it delivers a balanced budget of £6.8million.”

Of Course they are trying to bring the charges in again. Anything and everyting to promote their expensive palns elsewhere. Some of the shops and busineses wil no doubt close as a result of this and the austerity measures people are facing but that won't concern the District Council only the local councillors and the residents

Maybe it's to pay for the new post of a legal assisitant at £22k to £28k to ensure they don't make any more planning litigation **** ups.

I feel that charging for carparking in times of funding cuts for the councils,
is a reasonable thing to do. Providing that public transport is plentiful in the areas provisionally selected. According to Councillor Graham Beck, is arguement is local businesses will suffer. He seems to be suggesting, that the locals are not creating enough business for the shops/traders. Therefore, he is advocating, that visitors will not stop due to the parking charges. Get real councillor, it is the price that deters people. If charge is reasonable, say 20p for two hours, and 50p for over two hours.

Then I do not think that would put anyone off from staying two hours.

Allan,

They won't stop. I've seen this happen in other areas where charges have been brought in and the enforcement of them hasdriven people to other areas. Then when the shoppers have gone the charges have been removed in an effort to draw them back but it's too late and their habits have changed. You are right that the shops prices also has an effect on a consumer but if you take the convenience of free parking away then it sounds the death knell. Crosshills will have to get used to the fact it will become a dormitory town that people will pass through on the way to somewhere else.

Why not restrict the parking in the free parking areas to 2hrs a day instead of all day.
This free parking area is allegedly abused by car sharing commutors, sixth formers from the local school as well as local residents dumping their cars there. A few parking fines for those offenders may be the answer. Our shops in Cross Hills are precious to us and the parking must be for shoppers only.

Whatistobedone. I can support your idea, unfortunately, it carries one small flaw. It would have to be monitored, which cost wages. Yet I suppose one of those high paid civil servants could be offered the job as an alternative to being sacked. I would opt for the Ward Councillors doing it.
