OUTLINE plans for a new dwelling on grazing land at Carnforth's southern edge were narrowly refused by Lancaster City Council.
Twenty letters of objection were prompted by Mrs S Robinson's plan for the plot of sloping land adjacent to 25 Crag Bank Terrace.
Members of the planning and highways regulatory committee went against a planning officer's advice in rejecting the proposed dwelling. Six voted in favour, six against and two abstained, with the chairman using her casting vote.
The reasons for refusal included failing to "contribute positively" to the "townscape character" of Carnforth.
