SIR, As an Independent South Lakeland District Councillor, I wholeheartedly agree that in local councils (parish/town, district and county) party politics get in the way of decisions that should be based exclusively on what is best for our area (Letters, January 31). The saying you cannot be the slave of two masters' comes to mind. Councillors who make an allegiance to a particular party, who are funded and supported in elections by that party, must inevitably feel an obligation to it and will be expected to vote in certain situations according to the party line.
It is not that a party system is necessary in Local Government. South Lakeland District Council has shown that for much of the time councillors can work together and the system can operate with no one party in power. However, the council would be much more effective and would be seen to be more open and trustworthy if party political groups did not exist.
So how can things be changed? Other than an outright ban on party affiliation, one way is for existing councillors and for people considering standing as councillors in May to make a firm public commitment not to be shackled to a political party and to stand as Independents. This will mean financing and running their own campaign (although advice is available).
The benefits, however, are considerable: support from many members of the public who are disillusioned by party politics; freedom to vote in council as they see fit; and a chance to rebuild public confidence in Local Government.
But a word of caution to voters: an Independent candidate is not necessarily going to be a good councillor. A narrow single issue' point of view will not help good decision-making, neither will a sole interest in the immediate locality (a parish council might be more suitable).
People are needed who can take a broad, balanced view on issues and who possess the other personal qualities and abilities that make an effective councillor.
The elections this May provide an opportunity for people to come forward as Independent Candidates without them the party system will continue.
