A PROPOSAL to build a housing development on a field in Kendal have been rejected for the second time in a year.

Natland-based Oakmere Homes failed in its attempt to develop land adjacent to Natland Mill Beck Lane into 26 homes.

A separate application for land south of Helm Drive for an amenity area with a training area to teach people about the landscape and countryside was also turned down by South Lakeland District Council's (SLDC) planning committee.

In June 2016 a similar plan just for the 26 homes was also turned down.

Committee members were unconvinced a widening scheme of the narrow lane would provide a suitable access.

There were also concerns about flooding and drainage.

Furthermore, it was heard the land was not included in SLDC's land allocation document.

Andrew Thomas, a resident of Helm Drive, received applause from members of the public gathered at Kendal Town Hall as he spoke against the proposals on behalf of concerned locals.

"People have written and attended meetings time and time again to object to this proposal – it is heartbreaking that it keeps coming back," he said.

Phil Walker, councillor for the Heron Hill ward, reminded members consultees Kendal Town Council, Natland Parish Council and the Kendal Civic Society had opposed development at the site.

Despite reservations of many councillors and the public in attendance, planning officer Mark Loughran recommended approval.

He said: "The principle of development is acceptable on the face of it because it's a sustainable location, it has easy access to bus routes, there's a surgery, and there's shopping facilities."

Before the proposal was rejected, Cllr David Williams proposed the plan be granted outline planning permission.

He said: "The development is the middle of Kendal and it has the maximum amount (35 percent) of affordable houses. I think it's a very well thought out plan. We really do need houses in Kendal."

With a lack of support, however, his motion failed to carry.

Cllr Sylvia Emmott said: "In my view it's ruining a very beautiful country lane."

Cllr Eric Morrell added: "It seems to be a very pleasant amenity and would be a loss to the immediate area.

"Access has been mentioned and it is still problematic. I'm not convinced there has been sufficient change since the refusal some time ago."

"I think it's incapable of being made practical," added Cllr Kevin Lancaster.

A second proposal, put forward by Mr Morrell, saw members vote to refuse planning application.
